When Congress passed the law almost 3 years ago that authorized a phased in approach to 100-percent air cargo screening, many industry experts shook their heads and wondered how it could be done.
The time for head shaking is over. Starting in August, just 167 days away, all shipments must be screened—piece by piece, no pallets or containers, no shrink wrap or banding—at least not prior to screening. It’s a gamble just trying to decide how big a bottleneck the mandate will create.
