Authorities have investigated two aircraft in Philadelphia and one in Newark. All of these aircraft landed safely. Security is of the utmost importance to UPS.</p>
<p>The three UPS aircraft and related cargo detained for inspection at Newark Liberty and Philadelphia International airports have been cleared by the Transportation Security Administration (TSA).</p>
<p>Because security is of the utmost importance, UPS has suspended service out of Yemen until further notice. UPS is fully cooperating with authorities who are monitoring reports of potentially suspicious packages onboard cargo flights. Authorities are investigating two aircraft in Philadelphia and one in Newark.</p>

			<content:encoded><![CDATA[<p>Washington, D.C. &#8211; / N2N / &#8211; As part of the Obama administration&#8217;s ongoing commitment to smart, effective border security, Department of Homeland Security (DHS) Secretary Janet Napolitano today announced that the Secure Communities program has been deployed to all 25 U.S. counties along our Southwest border.</p>
<p>DHS has expanded the Secure Communities initiative from 14 to 544 jurisdictions in the past 18 months, and DHS plans to expand the program to every law enforcement jurisdiction in the country by 2013. To date, the program has identified more than 262,900 aliens in jails and prisons who have been charged with or convicted of criminal offenses, including more than 39,000 charged with or convicted of major violent or drug offenses (level 1 offenses). Through Secure Communities, over 34,600 convicted criminal aliens have been removed from the United States, including more than 9,800 convicted of major violent or drug offenses (level 1 offenses). DHS continues to monitor the program&#8217;s effectiveness and is committed to identifying and removing serious criminals.</p>
<p>Secure Communities allows U.S. Immigration and Customs Enforcement (ICE) to use biometric information to identify criminal aliens in state prisons and local jails—part of the Department&#8217;s focus on identifying and removing convicted criminal aliens who pose a public safety threat to American communities.</p>
<p>&#8220;Over the past year and a half, this administration has pursued a new border security strategy through unprecedented investments in personnel, technology and infrastructure and historic partnerships with Mexico and state and local law enforcement,&#8221; said Secretary Napolitano. &#8220;Secure Communities gives ICE the ability to work with our state and local law enforcement partners to identify criminal aliens who are already in their custody, expediting their removal and keeping our communities safer.&#8221;</p>
<p>The Secure Communities technology, made possible through collaboration between DHS, the Department of Justice, and state and local law enforcement agencies, enables digital fingerprints collected during the booking process to be checked against FBI criminal history records and DHS immigration records. By identifying any immigration record matches in our jails and prisons, ICE can quickly and responsibly begin removal proceedings—ultimately expediting the removal of criminal aliens from the United States without any additional cost or changes to their booking process.</p>
<p>&#8220;The Secure Communities initiative reflects ICE&#8217;s ongoing commitment to smart, tough enforcement strategies that help ensure the apprehension of dangerous criminal aliens,&#8221; said ICE Director John Morton. &#8220;Expediting removals decreases the amount of time these individuals spend in ICE custody—saving tax payers money and strengthening public safety.&#8221;</p>
<p>Over the past 18 months, the Obama administration has dedicated unprecedented resources to the Southwest border, leading to increases in seizures of illicit narcotics, weapons, and bulk cash, as well as decreases in border crossings.</p>

<p>IDGA’s Maritime Piracy Summit brings the global shipping community together with those responsible for the safety and security of the world’s oceans. This event will present strategies for partnership between the public and private sectors to improve the stability of maritime operations. William Owens [D-NY23] introduced H.R. 5619, which will allow many non-asset logistics companies to obtain <a href="http://combinationsales.com/get-c-tpat-certified/">Customs-Trade Partnership Against Terrorism (C-TPAT) Certification</a>.  The Safe Port Act, which was passed after the 911 terrorist attacks specifically included non-asset logistics providers involved in the international supply chain to be eligible for certification, but CBP has given these companies a thumbs down without offering an explanation.  This bill will force CBP to allow certification for non-asset logistics providers such as 3PL&#8217;s (Third Party Logistics).</p>

<p>Once the bill has been passed CBP will have 60 days to define the criteria for non-asset logistics providers.</p>
<p>There is certain to be a rush of logistics companies  to become <a href="http://combinationsales.com/get-c-tpat-certified/">C-TPAT Certified</a> after the passage of this bill.  Logistics providers should strongly consider becoming <a href="http://combinationsales.com/c-tpat-complian/">C-TPAT Compliant</a> immediately, because this will make certification a substantially easier and faster process once it is available.</p>

<p>A BILL</p>
<p>To amend the SAFE Port Act to provide for the eligibility of certain third party logistics providers for participation in the Customs-Trade Partnership Against Terrorism program.</p>
<p>Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,</p>
<p>SECTION 1. ELIGIBILITY OF CERTAIN THIRD PARTY LOGISTICS PROVIDERS FOR PARTICIPATION IN C-TPAT PROGRAM.</p>
<p>(a) In General- Section 212 of the SAFE Port Act (Public Law 109-347; 6 U.S.C. 962) is amended by inserting after ‘contract logistics providers,’ the following: ‘non-asset based third party logistics providers that arrange international transportation of freight, including motor carrier brokers of property licensed by the Department of Transportation,’.</p>
<p>(b) Effective Date-</p>
<p>(1) IN GENERAL- The amendment made by subsection (a) takes effect on the date of the enactment of this Act and applies with respect to applicants seeking to participate in the Customs-Trade Partnership Against Terrorism (‘C-TPAT’) program on or after the date on which the regulations published pursuant to paragraph (2) take effect.</p>
<p>(2) REGULATIONS- The Secretary of Homeland Security, acting through the Commissioner responsible for United States Customs and Border Protection of the Department of Homeland Security, shall publish in the Federal Register criteria for participation in C-TPAT program of non-asset based third party logistics providers described in section 212 of the SAFE Port Act, as added by subsection (a), not later than 60 days after the date of the enactment of this Act.</p>

<p>Sabotage of the rail line sent the Calcutta-to-Mumbai express hurtling off the tracks into the path of an oncoming freight train, killing more than 100 people and injuring scores of others. According to Indian police, a Maoist guerrilla group has claimed responsibility for the attack. Earlier in May, Maoist guerrillas in India’s Chhattisgarh State detonated a mine under a passenger bus, killing 44.</p>
<p>“The threat seems to be growing, with at least 30 deliberate derailments in India since January 2000, almost four times the number of derailments in the 1990s, and 15 times the number of incidents in the 1980s,” said Mr. Jenkins, director of MTI’s National Transportation Security Center of Excellence. “The death toll between 2000 and 2010 is 13 times greater than that in the 1990s, although, owing to two bloody incidents, it is only slightly greater than the 1980s.”</p>
<p>MTI will be examining this case and other recent attacks in India to see what lessons might be learned and how these may be applied to other countries.</p>
<p>According to MTI’s comprehensive database of attacks on surface transportation, this death toll makes the May 28 derailment India’s worst terrorist attack on passenger rail since 2006, and its bloodiest deliberate derailment in decades. On July 11, 2006 terrorists detonated seven bombs on Mumbai’s crowded commuter trains, killing 207 people and injuring hundreds of others. The last comparable derailment occurred in 1989, when sabotage derailed the Bangalore-Delhi Express killing 67.</p>
<p>A recent MTI report on deliberate derailments, Off the Rails: The 1995 Attempted Derailing of the French TGV (High Speed Train) and Quantitative Analysis of 181 Rail Sabotage Attempts by Mr. Jenkins, Bruce R. Butterworth, and Jean-François Clair, shows India’s rail system suffering the most terrorists derailments with 42 incidents or 23 percent of the total number of such incidents. According to MTI’s database, India also leads the world in the number of terrorist bomb attacks against train and bus targets with 387 incidents since 1970, or 17 percent of the total.</p>
<p>Mr. Jenkins flew to Mumbai in September 2009 at the invitation of Indian officials to discuss surface transportation security issues, and he will return to India later this year. MTI also briefed Indian officials visiting the U.S. in January 2010.</p>

<p>CBP officers at the Ysleta Cargo Facility in the El Paso port of entry discovered tape wrapped bundles hidden in the trailer floor.</p>

<p>The larger of the two seizures was made at approximately 11 a.m. when a 1993 International tractor hauling a trailer containing tile entered the Ysleta cargo facility from Mexico. CBP officers selected the vehicle for a gamma-ray exam and identified several anomalies in the appearance of the trailer floor.</p>
<p>CBP officers at the Ysleta Cargo Facility in the El Paso port of entry discovered tape wrapped bundles hidden in the trailer floor.</p>
<p>The vehicle was moved to the inspection dock where CBP drug sniffing dog “W” searched the trailer and alerted to the floor of the trailer. CBP officers inspected the floor and found tape wrapped bundles concealed under the floor wood planks. The officers removed a total of 680 bundles, whose contents of the bundles tested positive for marijuana with an approximate weight of 1,813.24 pounds. No arrests were made and the investigation is continuing.</p>
<p>In addition to the drug seizures, CBP officers apprehended three fugitives from justice, and intercepted 16 immigration violations yesterday including 12 intended immigrants and four imposters. Intended immigrants will use a legally issued border-crossing card, or laser visa, to live or work in the U.S., which is not authorized. They lose their documents and are generally returned to Mexico.</p>
<p>Imposters generally will use a legitimate entry document assigned to another person and present it as their own. Violators generally lose their documents, can be prosecuted and go to jail and/or are returned to Mexico.</p>

<p>CBP officers were screening commercial traffic coming from Mexico on Monday when they selected a commercial semi-trailer load of concrete furniture for inspection. The semi-trailor was driven by a 33-year-old man from Agua Prieta, Sonora, Mexico. Utilizing a large mobile high-tech x-ray unit, CBP officers were able to detect anomalies embedded deep in the concrete structures.</p>
<p>Further inspection by the officers revealed that concrete structures were filled with packages of marijuana. The total weight of marijuana was more than 300 pounds with an estimated street value of $2.8 million.</p>
<p>CBP officers seized the semi-trailer and the marijuana. The man was turned over to Immigration and Customs Enforcement for further questioning.</p>

			<content:encoded><![CDATA[<p>Washington, D.C. &#8211; / N2N / &#8211; As they emphasized the importance of continued vigilance and interagency coordination in the joint response to the Deepwater Horizon incident in the Gulf of Mexico, Secretary of Homeland Security Janet Napolitano and Secretary of the Interior Ken Salazar today laid out the next steps for the investigation that is underway into the causes of the April 20** explosion that left 11 workers missing, three critically injured, and an ongoing oil spill that the responsible party and federal agencies are working to contain and clean up.</p>
<p>&#8220;As we continue to work with our federal, state, local and private sector partners to respond to this ongoing incident, we must also effectively determine and address its causes,&#8221; said Secretary Napolitano. &#8220;Secretary Salazar and I share President Obama&#8217;s commitment to devoting every available resource to a comprehensive and thorough investigation.&#8221;</p>
<p>&#8220;We will remain focused on providing every resource we can to support the massive response effort underway at the Deepwater Horizon, but we are also aggressively and quickly investigating what happened and what can be done to prevent this type of incident in the future,&#8221; said Secretary of the Interior Ken Salazar.</p>
<p>Secretary Salazar and Secretary Napolitano made the announcement as they signed an order establishing the next steps for a joint investigation that is underway into the causes of the explosion of the drilling rig Deepwater Horizon in the Gulf of Mexico. The U.S. Coast Guard (USCG) and the Minerals Management Service (MMS) share jurisdiction for the investigation. The MMS is responsible for investigating incidents related to systems associated with exploration, drilling, completion, work over, production, pipeline, and decommissioning operations for hydrocarbons and other minerals on the Outer Continental Shelf. The USCG investigates maritime industry deaths, injuries, property loss, and environmental damage to determine the causes of accidents. The Coast Guard also investigates merchant mariner negligence or misconduct and possible criminal and civil offenses; and analyzes trends and risks in the maritime industries.</p>
<p>The joint investigation, which began on April 21, will proceed under a Joint Statement of Principles and Convening Order, which convenes the formal joint investigation, and a Memorandum of Agreement, which lays out roles and responsibilities that relate to each agency’s area of expertise. The joint investigation will have the power to issue subpoenas, hold public hearings, call witnesses, and take other steps that may be needed to determine the cause of the incident.</p>
<p>Later today, Assistant to the President for Energy and Climate Change Carol Browner and White House Senior Advisor Valerie Jarrett, Secretary Napolitano, U.S. Coast Guard Commandant Admiral Thad Allen, and Secretary Salazar and DOI Deputy Secretary David Hayes are holding meetings with BP senior leadership &#8211; including the CEO of BP Group, the President and Chairman of BP America, and Executive Vice President of BP America &#8211; to discuss the response effort and to ensure all is being done to respond to this incident.</p>
<p>A unified, coordinated response continues among federal, state, local and private sector partners to stop the flow of oil and minimize its environmental impact. 1,000 total personnel are currently deployed and have used nearly 15,000 gallons of oil dispersant so far. Nearly 50,000 gallons of oily water have been collected. 11 offshore response vessels, eight skimming boats and multiple aircraft are conducting containment and cleanup operations in the area.</p>

This all-important event will discuss how Offshore Patrol Vessels can ameliorate some of the US Maritime Interdiction strategy capability gaps and challenges faced by the US Navy and Coast Guard.</p>

<p>“Offshore Patrol Vessels are the key component of the Coast Guard’s recapitalized fleet. The OPVs provide robust capabilities for maritime homeland security, law enforcement and national defense missions” noted Summit Director Michelle Cardinal.</p>
<p>The opening keynote presentations will discuss the increased importance of Offshore Patrol Vessels and the roles and challenges that define their requirements. The subsequent sessions will hone in on the different uses of the vessels in the context of maritime security, piracy, maritime interdiction, CBRN threats, and C4ISR awareness. Other points of focus will include new cost-effective materials, optimizing lifecycle logistics and ship structural integrity.</p>
