- / N2N / – I have an acquaintance who owns a small, non-asset third party logistics (3PL) company. He is constantly complaining to me about how cutthroat the transportation business is and how his customers and vendors are always cheating him out of money. He spends a great deal of time trying to collect money and often ends up having to sue companies in order to get them to pay.

I’ve been involved in the transportation industry for a little over three years now and I can tell you that my experience has been exactly the opposite of that of my friend’s. In three years I haven’t had a single customer stiff me for so much as a penny. Sure, there’ve been a few slow-pays, but that’s to be expected. In these 3 years I’ve met a lot of good people and I now consider many of them to be friends.

As a consultant that helps companies get C-TPAT certified my primary customers are importers, NVOCC’s (non vessel operating common carriers / international freight forwarders), U.S. Customs Brokers and Cross-Border Highway Carriers. I also offer a program called “C-TPAT Compliant” for those companies that aren’t eligible for C-TPAT certification such as draymen, customs bonded warehouses, domestic trucking companies, most 3PL’s and domestic shipping and distribution companies. I think that’s a pretty good cross-section of the industry. Even so, I’ve never encountered anyone who’s tried to cheat me.

Maybe I’ve just been lucky or maybe I’m just plain naive. But what about you? I’d be very interested to hear about your experiences. I’m sure there are probably a lot of horror stories out there, but I’ll bet there are also some nice stories about transportation companies watching out for each other and stepping up to do the right thing.

C-TPAT stands for “Customs-Trade Partnership Against Terrorism”. It is a voluntary program administered by U.S. customs and requires participating companies to create a business profile and a security profile on the CBP web portal and to have secure supply chains and documented procedures.

“Some companies choose to pursue C-TPAT Certification all on their own.” said Jeff Platts, the C-TPAT Consultant who helped Airlift obtain their certification. “Achieving C-TPAT Certification is a difficult and challenging process. A good consultant can really help smooth the way.”

DUBAI, United Arab Emirates – / N2N / – DHL – the world’s leading express and logistics company, announced that it has deployed a team of logistics experts from its Middle East Disaster Response Team (DRT) to manage a temporary warehouse at Islamabad International Airport. The DRT will provide its services pro bono in close cooperation with the United Nations Office for the Coordination of Humanitarian Affairs (UN OCHA). Incoming supplies from the United Nations World Food Programme as well as contributions from governments arriving through Islamabad International Airport will be handled by DHL’s DRT via three to five relief flights per day.

Arrival of relief supplies & humanitarian aid in Islamabad, Pakistan

Donations amounting between USD$270,000 and USD$300,000 (€212,500 to €236,100) have poured in from the DHL offices worldwide including Pakistan, the United Arab Emirates, Saudi Arabia, Bahrain, Kuwait, Oman, Jordan and the company’s corporate head office in Bonn, Germany. Humanitarian aid including milk powder, clothes, canned food and medical supplies has also been sent to aid flood victims.

Frank Appel, Chief Executive Officer of Deutsche Post DHL – the parent company of DHL – commented: “The situation in Pakistan is still very serious and we hope we can support ongoing relief efforts with our Disaster Response Team, professionally as usual.”

“Millions of people are affected by the water and temporary shelter is the greatest need, particularly food, tents and tarpaulins,” says Chris Weeks, Director, Humanitarian Affairs, Deutsche Post DHL who is currently on-the-ground with the DRT Middle East team in Islamabad. “We have set up the necessary logistics at the airport to facilitate the further transport of incoming goods over the next couple of weeks.”

DHL's Disaster response Team (DRT)

DHL will leverage its core competencies in logistics as well as its global network to support the mission as DHL employees across borders and different business units work together to help the afflicted. Approximately 25 volunteers from DHL’s DRT Middle East and Asia Pacific office are expected to be deployed on the ground in Pakistan for up to three weeks starting 26 August to help unload and palletize goods for further distribution. DRT Middle East will assist in relief efforts for the first two weeks while DRT Asia Pacific will take over in the third and final week.

The deployment was kicked-off on 26 August following the signing of a Memorandum of Understanding with the National Disaster Management Authority Pakistan.

Besides deploying Disaster Response Team (DRT), DHL offices in Pakistan also launched relief efforts on 2 August, comprising the management of a donation drive from DHL staff worldwide and the setup of medical camps at several villages around the Muzzaffar Garh district. To date, the camps have provided medical relief to over 2000 people and provided transportation for a number of patients in critical condition to Bakhtawar Amin Memorial Trust Hospital. The camps are also stocked with supplies to cover the basic health needs of the flood victims, especially the treating of waterborne diseases such as diarrhea, typhoid fever and malaria.

Plans for DHL Express Pakistan to manage the provision of food rations and help in the rehabilitation process are already in the pipeline while DHL Global Forwarding Pakistan employees have been delivering relief supplies directly to flood victims in Nowshehra.

MEMPHIS, Tenn. – / N2N / – FedEx Corporation (NYSE: FDX) announced that it expects earnings to be in the range of $1.05 to $1.25 per diluted share for the first quarter ending August 31, up 81% to 116% from $0.58 per diluted share a year ago. The company’s previous guidance for the quarter was $0.85 to $1.05 per diluted share.
For the full year, FedEx expects earnings per diluted share of $4.60 to $5.20, up from $4.40 to $5.00, which reflects the current market outlook for fuel prices and a continued moderate recovery in the global economy. The company reported earnings of $3.76 per diluted share last year.

“Our revenue and earnings growth are exceeding original expectations, primarily due to better-than-anticipated growth in FedEx Express and FedEx Ground volumes,” said Alan B. Graf Jr., FedEx Corp. executive vice president and chief financial officer. “Our package volume growth rates in our first quarter are continuing at a pace similar to our fourth quarter. Of particular benefit to our earnings is the continued strong demand for our higher-margin FedEx International Priority® (IP) package and freight services, with IP package volumes expected to grow more than 20% again this quarter. Customers are favorably responding to our superior service offerings, the capabilities of our unparalleled global network and the best-in-market cut-off times we now offer from numerous points in Asia.”

With the improved outlook, FedEx is also planning to fully restore the company match for 401(k) plans at all FedEx companies effective January 1, 2011. The cost of this restoration is included in the company’s earnings outlook.

FedEx will release the details of its first quarter results on September 16, 2010.

FAIRFAX, Va. – / N2N / – TrafficLand®, the largest authorized aggregator of live traffic video in the U.S., announced today it has completed an agreement with the California Department of Transportation (Caltrans) and Los Angeles County Metropolitan Transportation Authority (LACMTA). TrafficLand will install its video network equipment in the Caltrans Los Angeles and Orange County Transportation Management Centers. After installation, anticipated in Fall 2010, TrafficLand’s patented technology will be used to serve live video from 347 Caltrans cameras located in Los Angeles and Orange County to the Southern California 511 Traveler Information System and website for the general public through the Regional Integrated Intelligent Transportation System (RIITS) Network established by LACMTA for the Southern California five counties region.

Washington – / N2N / – Rep. William Owens [D-NY23] introduced H.R. 5619, which will allow many non-asset logistics companies to obtain Customs-Trade Partnership Against Terrorism (C-TPAT) Certification. The Safe Port Act, which was passed after the 911 terrorist attacks specifically included non-asset logistics providers involved in the international supply chain to be eligible for certification, but CBP has given these companies a thumbs down without offering an explanation. This bill will force CBP to allow certification for non-asset logistics providers such as 3PL’s (Third Party Logistics).

C-TPAT COMPILANT LOGO

Once the bill has been passed CBP will have 60 days to define the criteria for non-asset logistics providers.

There is certain to be a rush of logistics companies to become C-TPAT Certified after the passage of this bill. Logistics providers should strongly consider becoming C-TPAT Compliant immediately, because this will make certification a substantially easier and faster process once it is available.

Here’s the full bill:

111th CONGRESS, 2d Session, H. R. 5619

IN THE HOUSE OF REPRESENTATIVES

June 28, 2010

Mr. OWENS introduced the following bill; which was referred to the Committee on Homeland Security

A BILL

To amend the SAFE Port Act to provide for the eligibility of certain third party logistics providers for participation in the Customs-Trade Partnership Against Terrorism program.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

SECTION 1. ELIGIBILITY OF CERTAIN THIRD PARTY LOGISTICS PROVIDERS FOR PARTICIPATION IN C-TPAT PROGRAM.

(a) In General- Section 212 of the SAFE Port Act (Public Law 109-347; 6 U.S.C. 962) is amended by inserting after ‘contract logistics providers,’ the following: ‘non-asset based third party logistics providers that arrange international transportation of freight, including motor carrier brokers of property licensed by the Department of Transportation,’.

(b) Effective Date-

(1) IN GENERAL- The amendment made by subsection (a) takes effect on the date of the enactment of this Act and applies with respect to applicants seeking to participate in the Customs-Trade Partnership Against Terrorism (‘C-TPAT’) program on or after the date on which the regulations published pursuant to paragraph (2) take effect.

(2) REGULATIONS- The Secretary of Homeland Security, acting through the Commissioner responsible for United States Customs and Border Protection of the Department of Homeland Security, shall publish in the Federal Register criteria for participation in C-TPAT program of non-asset based third party logistics providers described in section 212 of the SAFE Port Act, as added by subsection (a), not later than 60 days after the date of the enactment of this Act.

NEW ORLEANS – / N2N / – The National Fish and Wildlife Foundation (NFWF) is proud to announce that FedEx Corporation (NYSE: FDX) is joining the efforts to protect sea turtle nests and eggs from potential impacts of the oil spill in the northern Gulf of Mexico. The company will be donating resources to transport hundreds of nests containing thousands of eggs to Florida’s Atlantic Coast, and its logistics experts are working with the Unified Command and its partner organizations to implement this complex translocation. The relocation efforts are scheduled to begin in mid-July and continue throughout the hatching season.
FedEx is working closely with Unified Command Wildlife Branch scientists to create a safe and secure transportation solution for the relocation effort. FedEx will take great care to protect the sea turtle nests and eggs, which will travel exclusively in its FedEx Custom Critical air-ride, temperature-controlled vehicles.

“In light of the imminent threat to sea turtles, we felt it was important to help move this extraordinary project forward,” said Jeff Trandahl, executive director of NFWF. “Given our strong relationship with FedEx and our long-standing relationship with the federal agencies, we were able to move quickly to develop an effective plan. We’ll continue to work with all parties so that this relocation offers the best hope for sea turtles’ survival.”

NFWF is supporting a number of wildlife projects in the Gulf region and is helping to coordinate the work of federal agencies, biologists and others who will be involved in the massive transport effort. The Foundation, established by Congress in 1984, is a non-profit conservation organization that works closely with federal agencies and private sector partners to protect wildlife and natural resources.

The FedEx commitment to NFWF is in support of the company’s EarthSmart Outreach efforts, in which FedEx contributes to the community in environmentally-focused ways. FedEx also provides logistics expertise, in-kind shipping and funding for disaster preparedness, relief and recovery, working with organizations including the Red Cross, Salvation Army and Heart to Heart International. A FedEx-sponsored Salvation Army disaster response unit is in use to support responders to the oil leak right now. In 2006, FedEx donated its transportation services to deliver more than 1.2 million pounds of medical and other relief supplies to the Gulf Coast area in the wake of Hurricane Katrina.

PITTSBURGH – / N2N / – As part of an ongoing national expansion, FedEx Ground, the small-package ground unit of FedEx Corp., (NYSE: FDX), is building a package sorting and delivery station that would be the fifth major facility for the company in the Chicago area.

The 214,000 square-foot facility is to be built on Rt. 83 (Ivanhoe Road) north of Peterson Road in Grayslake, IL. Expected to open in late 2011, the facility will join four others in serving the ground shipping needs of Chicagoland, featuring the latest automated material handling technology for sorting packages and dispatching up to 130 vans per day to make deliveries in the area. The workforce at opening is projected to include more than 200 full-time and part-time employees and could grow to almost 500 when the facility is operating at full capacity.

The new FedEx Ground distribution center is part of an ongoing nationwide network expansion and transit time acceleration plan to boost daily package volume capacity and further enhance the speed and service capabilities of its network. Since embarking on the expansion plan in 2002, FedEx Ground has opened nine new hubs featuring the most advanced material handling systems and expanded and/or relocated more than 500 local facilities. The network enhancement plan has resulted in accelerating ground service delivery by one day or more in more than half of the United States. FedEx Ground now delivers more than 50% of packages in two days or less and more than 80% of packages in three days or less. Additionally, average daily package volume has increased by more than 50% from 2.1 million in 2003 to more than 3.3 million today.

“Enhancing our distribution capability in the Midwest is an important step in our ongoing efforts to increase the size, speed and efficiency of our network,” said James T. Primm, vice president of the Central Region for FedEx Ground. “This new facility will enable us to meet the growing demand of local shippers and transport shipments across the country.”

Several local government agencies, including the Village of Grayslake, Lake County, the local school districts and fire protection district all worked together to enable FedEx to develop this site. The collaboration among all the partners reflects their commitment to bringing jobs to Lake County, and bolstering economic development.

About FedEx Ground

FedEx Ground specializes in cost-effective, small-package ground shipping, offering dependable business-to-business delivery or convenient residential service. With a network of more than 500 distribution hubs and local pickup-and-delivery terminals, FedEx Ground has a workforce of more than 70,000 employees and independent contractors who use more than 20,000 motorized vehicles to deliver over 3.5 million packages daily throughout the United States and Canada. The company reported annual revenue of $7.4 billion in fiscal year 2010.
